I think Davros is a possibility, but I think the Genesis Ark could be a machine for creating new Daleks. Failing these, I'd hazard a guess that it's the Dalek Emperor inside it.
Some people have suggested that these 'new' Daleks are very religious, and that the Ark contains the dead remains of Davros, and that the Daleks are worshipping them, as a sign of loyalty.

Im wonderinf if the Ark might be a Weapon of some kind.
