I've no idea if it's true that no new members in the past six months have contributed anything of value, as I fall into that category myself, but if that is indeed the case then perhaps invite-only is the way to go, as people would be brought in on the basis of what they can contribute to the forum. The other big advantage to this is that it could help to get rid of the problem of elitism that often happens of forums, and by extension maybe even the problem of one-post newbies. If a new member knows at least one existing member, it is perhaps less likely that they will be ignored by the community, get bored and leave again shortly afterwards. Maybe it could also get rid of some of the bitching that seems to happen every time a new person arrives, making the forum a much better place for those that actually want to enjoy it
