Ok, so here's the techy stuff that I've heard/read etc. over the past few years etc:
Limewire (and the like) = Very easy to detect and determine who is downloading what, when and, eventually, where.
Torrents: Actually the most secure, because there are so many connections and pieces. It's technically extremely hard to determine who is downloading what file and from where.
ISPs have stated that they cannot monitor the data transferred over their network. Whilst I don't believe this, I would expect the question of time required to monitor a single transfer is rediculous.
Oh, and as a side-note this policy is only at proposal stage. Our government are too retarded to consider the technical implications so they pull policies like this out of their arses.
