Ctrl + F5 only fixes Firefox, and this site only supports using Firefox.
Seriously though, I have no idea what's wrong, and I really don't endorse using Internet Explorer. If it works in Firefox, use that. If not, post again.
EDIT: Okay, I re-uploaded all the files to the server and everything works now. I did notice the problem myself but it should certainly be fixed now. If not, a hard refresh (clearing the cache) will certainly fix it.
