It was a Dalek laughing, but Daleks don't laugh, so we know who it was.
I'm glad I've heard the other voice clips, because that laugh sounds dreadful. Like the Penguin from Batman.

Um, I dunno, it sounded an awful lot like Nick Briggs, and not you-know-who. I wouldn't put it past RTD to make Daleks laugh.

Well we've seen the Red Supreme Dalek, and he speaks in less of a monotone. Could be that one. You guys have seen the clip, haven't you?

You misunderstand me. The Supreme Dalek's voice is deeper -- the Dalek laughter is not. Therefore it is not the Supreme Dalek laughing.

It's pretty obviously Davros, isn't it? (I haven't looked at the spoiler topic but I've already had Davros appearing spoiled for me.) I mean, he DID sound a lot like a Dalek in Genesis so it would make sense of they decided to give him a Daleky voice.

People with deep voices can still have high pitched laughs. Also, Davros is speaking very softly in what we have heard, he could still go higher pitched if he was shouting. Michael Wisher did that.

(In reponse to a post somebody made a long long time ago.... (I've been ill so net activity was zero))
Now see, I would go into a big debate.....but I truthfully don't care that much about a TV show to spend considerable time on offering reasons for my opinions when they are simply opinions.
I watch Doctor Who because it's occaisionally good TV. Sometimes, it's rubbish TV. Either way, it's better than a lot of stuff on nowadays and I enjoy it. I don't care so much if the hardcore fans say it's crap. That's their opinion and I'd prefer it if they stopped trying to convert me.
