It's a Dalek with a pair of shorts referencing the Daleks and Skaro, the shorts belong to the Dalek, so they are Dalek Shorts.

You will be very happy to know that at this very moment I am in the construction of DS 3!
Yay! I hope you will all love it and my future comics will continue every week. Got to get to work, so bye!EDIT: And here it is! Yes! Finally! Dalek Shorts 3 is online! I have decided to give the comics are more cartoonish look, and some strips may continue as a longer story. Enjoy!
