I think he was, greatly. Colin is actually a very accomplished actor, it's a shame he should be best known for such a dreadful role.

His Doctor seems to have redeemed himself in the Audio plays, however.

From what I know, baker was the least popular with fans and the team, hence why he was fired (The only actor playing The Doctor to have been so ) McCoy was seen as an Improvement but by then the quality of the series had badly diminished and the stories were unpopular. Which is why it got canceled.
