It would appear so. I'm not sure how they're supposed to detect illegal downloading though.

Yup. I'll probably go to the US, Australia or New Zealand. I better go looking for visas.

They'll just ban torrents altogether or arrest anyone the big media people point the finger at, like toddlers and disabled people who dont even own a computer.

Scratch the US and Aus, the US is going nowhere fast and our (that is, the Australian) government is working on a China-esque internet censorship scheme. I would recommend New Zealand or Canada. Those are two places I'm considering moving to myself.

To be honest this seems like an all-talk-no-action kind of thing.

LIMEWIRE!!! You shouldn't be using that in the first place......apart from songs...they're safe. But seeing as you only seem to use it for songs, there was no point in me posting this.
Yeah, this could be bad...maybe we could open up like a stream sort of thing in New Zealand. Could download to a server or something and then leak it back to the UK...of course, it would be well disguised so no one would know ...if only.

Just off the top of my head, I'm leaning towards NZ because it's a. not connected to the US and b. I've heard that NZ has one of the most intelligent populations in the world (will look this up later to verify).
On the other hand, I'm interested in working in the games industry, and in Canada the games industry is one of the best (best as in quality) in the world.
I'll do more research and get back to you guys with what I find.

I shall pack my bags then just in case, evolve our community form online to a small village in the hills somewhere.

My Grandma lived in NZ for a while and apparently it's like Britain except 20 years ago.

Ok, so here's the techy stuff that I've heard/read etc. over the past few years etc:
Limewire (and the like) = Very easy to detect and determine who is downloading what, when and, eventually, where.
Torrents: Actually the most secure, because there are so many connections and pieces. It's technically extremely hard to determine who is downloading what file and from where.
ISPs have stated that they cannot monitor the data transferred over their network. Whilst I don't believe this, I would expect the question of time required to monitor a single transfer is rediculous.
Oh, and as a side-note this policy is only at proposal stage. Our government are too retarded to consider the technical implications so they pull policies like this out of their arses.

As much as I hate to agree with Ross, he's right. Limewire does suck.
Just torrent albums, yo. Usually much higher quality and usually you can pick and choose which tracks to actually download.

Well 50% of my songs are from Limewire and it was pretty fast and they are of good quality.
